Description

The following description is from the BID (background information document);
" Laurusco Developments are a development company which has been given a mandate to act on behalf of the landowner, Hilcove Properties (Pty) Ltd, in regard to this proposed development. It is important to emphasize this Hilcove Hills development is an entirely new development and EIA process from the earlier proposed Elephant Hills development on the same properties, which was subject to an EIA application that was withdrawn in 2009. This current proposed development is considerably different from this earlier development, notably in its reduced density and the associated number of residential units that are proposed within it."

A brief summary

The application is located on Erfs 10119 Pietermaritzburg and Portion of Erf 506 Ashburton (477.6ha) situated on land to the north of the N3 highway, between Bellevue to the west and the residential area of Ashburton to the east.

The development will consist of the following:
475 game reserve housing
290 units conventional housing
589 units lifestyle village housing
100 units frailcare suites and facilities
300 bed private hospital
1 primary school
4 community facilities
General business (floor area ratio 0.5)
Limited business (floor area ratio 0.5)
Equestrian centre and estate maintenance
30 suite lodge, chapel, 200 set conference centre and restaurant, wellness centre and spa
Office park (floor area ration 0.35)
Public open space (active and passive)
Private open space - game reserve, conservation and parks
Public roads
Private roads
Sewerage works

Road access will be via Ivy Rd in Pietermaritzburg and Pope Ellis Dr in Ashburton.  A new interchange off the N3 highway will be built in due course.

AVAILABILITY OF  THE  ENVIRONMENTAL IMPACT REPORT AND NOTIFICATION OF A PUBLIC MEETING

 

This email letter serves to advise you that an Environmental Impact ( EIA )  Report has been prepared for this application in terms of the appropriate EIA regulations. Please find attached to this email the EIA report and its figures.

 

Please also note that the appendices 21 appendices included in this report will follow in succession on the subsequent emails.

 

A copy of this report has been made available for viewing at the Ashburton Public Library at 1 Warrior Road Ashburton. A full scale plan of the proposed development is also provided with this report.

There will be an open public meeting held at which the EIA report will be presented, with an opportunity for question and discussion. Certain key specialists who contributed to the compilation of this report will also be in attendance to answer questions.
